PLEASE !!!! Everyone in California needs to be aware of the laws concerning the PERP program. PERP, AKA, Portable Equipment Registration Program requires EVERY piece of portable diesel equipment over 50 H.P. to be registered with the state of California similar to registering your automobile, boat or RV. YOU MUST COMPLY!

   Due to the fact thousands of equipment owners in the state of California where not notified of the registration deadline for TIER 1 & TIER 2 engines, which was December 31, 2005, an emergency meeting was held this month in Sacramento addressing this issue. Although the final details regarding this meeting have not been confirmed yet we have been told that CRAB (California Air Resource Board) will reopen registration and grandfather TIER 1 & TIER 2 equipment to register in the state of California. If this happens the registration period for TIER 1 & TIER 2 diesels will probably only be a short window of time. DUE NOT MISS THIS!!!

QUESTIONS & ANSWERS

How do I know if I have a TIER 1 or a TIER 2 diesel?

Any diesel engine manufactured 1996 or later will be a TIER 1,2,3 or 4 etc.

What if my diesel engine was manufactured before 1996?

That would be referred to as a TIER 0. Unless you registered the machine Prior to the Dec 31, 2005 deadline the machine is in violation of the PERP program and illegal to use in the state of California.

Can I modify my diesel so that it is a TIER 1 or TIER 2?

NO.  The federal Government instructed diesel engine manufactures that diesel engines must be manufactured to specific requirements by exact deadlines. 1996 introduced the first of the requirements with the introduction of the TIER 1 diesel.

I have a boom concrete pump does this need to be registered?

Only if it has a separate diesel engine for the machinery. (Pony motor)

I am a concrete contractor how does this apply to me? 

Any diesel over 50 H.P. must be registered this includes trailer mounted concrete pumps, laser screed's, finishing equipment, self generated lighting equipment, air compressors, generators, backhoes, skid steers, manlift/skylift,Ect.
